As you know HIV also spreads through repeated blood transfusions,There should be a unique screening of the blood for HIV before transfusion. During the window period , with elisa test it is not possible to detect HIV.To detect in window period ,the latest tech. NAT - IDT (nuclic acid testing - individual donor testing ) should be done in every blood bank . Though it is costly but not costlier than HIV infection.Thanks.
