i am a medical social worker and a few months back was working on a project for which i needed data of hiv/aids patients our honb health minister iz givng data of patient from district of our state but when i approached to the directorate of family welfare dehradun tha authority of hiv/aids department Dr Mamgai refused 2 give me any data and told me thaat its a supreme court ruling dat he cnt disclose any data of state now my question is did our health minister don't break the supreme court ruling??? Dr like Mamgi is the hurdles in way of state development case they don't want any thing to be disclose which effect their status
