Was this surprising? Pakistan has been rather soft on the tribal groups from its very inception and had and were using them to infilterate into Kashmere. Then came the arming of these elements to enter Afghanistan with the full backing of the US. Huge amounts of arms were dumped to weaken the Soviet hold on that country resulting in the Taliban taking over finally. The initial mistake, however was India's when instead of accepting the plea of the new found Pakistan State that the invaders of Kashmir were tribals and not Pakistani troops. We could have wiped them out at that time.
